Editorial: Drop the sanctimony, City Council, and put a new Clean Energy Fund measure on the ballot

The Clean Energy Fund brings in more than half of what the city collects in property taxes, but its uses are far more restricted, the editorial board writes. It's high time for city leaders to put a new measure on the November ballot that expressly authorizes using a majority of these dollars for public services.
